Originally there was a whole long saga here about the lack of information being provided by the council and the fact that the Echo hadn't been published online for a long time. You really don't need to hear that story. Anyhow I was scanning and "publishing" the Echo here for several months — those issues are available below. Since Okaw Valley Council merged with Trails West Council to become Lewis & Clark Council these issues are getting reeeaaally long-in-the-tooth, but maybe there are some who will find them interesting.
